Dubai Visa Guide 2026: Tourist, Property Investor and Golden Visa

Dubai Visa Guide 2026: Tourist, Property Investor and Golden Visa
In short: Hungarian citizens need no visa to visit Dubai as tourists and can stay 90 days within 6 months with a passport valid for at least 6 months. Property worth at least AED 2 million qualifies for a 10-year Golden Visa, while lower-value property qualifies for a 2-year investor visa, which since 2026 has no minimum property value for a sole owner.

If you are thinking about buying property in Dubai, two questions usually come first: do you need a visa for the first viewing trip, and which residence permit could you get once you buy? This guide answers the tourist entry question first, then walks through the UAE's residence visas, focusing on the ones linked to property investment. Every fact links to its official source. Where the authorities' own pages contradict each other, we say so instead of guessing.

Do EU / Hungarian citizens need a visa for Dubai as tourists?

In short: no. According to the Hungarian Consular Service's travel advice for the United Arab Emirates, Hungarian citizens can enter without a visa obtained in advance, provided their passport is valid for at least 6 months from the date of entry. They may then stay for 90 days within a 6-month period. This period cannot be extended, and airport transit is also visa-free. Many other EU nationals can also enter without a pre-arranged visa, but the rules are set per nationality. The UAE government portal notes that the visa-on-arrival list can change, so check your own foreign ministry's advice or the UAE embassy before you travel.

A few practical points from the same Hungarian source:

  • Passport only. National ID cards, including temporary ones, are not accepted for entry.
  • Passport validity: at least 6 months from the date of entry. This does not apply to holders of a valid UAE residence visa.
  • Check your entry stamp. The Consular Service reports cases where Hungarian travellers ran into problems because their entry or exit dates were not recorded correctly in the system, which made it look as if they had overstayed. Check the stamped date, and keep your boarding pass for at least 180 days.
  • Overstaying: according to the UAE portal, visit, tourist and residence visa overstay fines are standardised at AED 50 per day.

Current security situation (October 2026): the Hungarian Consular Service currently places the UAE in security category II (elevated risk) because of the armed conflict in the region. It advises travelling only when the trip is unavoidable and registering for consular protection before departure. The same page states that, because of EASA restrictions, European airlines are not currently operating flights to the country, and that Wizz Air has postponed its UAE restart, expected to 10 January 2027. Check your own government's latest travel advice before planning a viewing trip.

If you visit often, the 5-year multiple-entry tourist visa may suit you. According to the UAE portal's tourist visa page, it allows stays of 90 days per visit, extendable by a further 90 days. To qualify, you need a bank balance of USD 4,000 (or the equivalent) over the last six months, health insurance valid in the UAE for 180 days, and an onward or return ticket.

Overview of residence visas

Visa-free entry as a tourist does not give you the right to live in the UAE. If you want to spend longer periods in Dubai, or link a residence permit to your investment, the categories below are the relevant ones. The table summarises the official pages as of October 2026. The details, with sources, are in the sections that follow.

Property investor visa

Property below AED 2 million qualifies for the 2-year, renewable property investor residence visa. Its rules were relaxed significantly in 2026: the Dubai Land Department (DLD) removed the former AED 750,000 minimum property value (KPMG summary, 2026).

  • Sole owner: there is no minimum property value – you can apply on the basis of any Dubai property registered in your own name.
  • Joint ownership: each co-owner must hold a share worth at least AED 400,000. For example, if two people buy an apartment 50/50, it must be worth at least AED 800,000 for both to qualify.

Note that the DLD FAQ page still shows the older thresholds (such as AED 750,000); it has not been updated since the change. Before applying – especially with a mortgaged or off-plan property – confirm the details with the competent authority as well (the DLD, or GDRFA, Dubai's immigration authority).

For the buying process itself, see our step-by-step guide: buying property in Dubai as a foreigner.

Golden Visa through property

The best-known long-term permit linked to property is the Golden Visa. According to the DLD service description, investors who own property with a purchase value of at least AED 2 million can apply for a 10-year renewable residence permit. The main conditions on the same page:

  • the property (one or more units) must be wholly owned by the applicant, in their name,
  • mortgaged property may be accepted, but only with a no-objection letter from the bank showing the amount paid and the balance outstanding,
  • the applicant must be inside the UAE when applying,
  • a spouse, children and parents can be sponsored.

The ICP's entry permit for real estate investors is also designed for completing the 10-year Golden Residency procedure. It requires a letter from the real estate registration department confirming that the investor owns property worth at least AED 2,000,000.

Conflicting sources: the table on the UAE portal's Golden Visa page lists 5 years for real estate investors, while the DLD and the ICP state 10 years. Confirm the terms with the competent authority before you apply.

We cover the details, fees and family sponsorship in a separate article: Dubai Golden Visa through property investment.

Important: the Golden Visa is an immigration status. It is not the same as tax residency, and where you pay tax is a separate question. Read more in Dubai property tax for European investors.

Retirement visa

According to the UAE government portal, retired foreigners can apply for a 5-year residence visa if they have worked for at least 15 years (in or outside the UAE) and are at least 55 at retirement. They must also meet one of two conditions:

  1. own property worth at least AED 1 million and have savings of at least AED 1 million, or
  2. have an annual income of at least AED 180,000 (for applications from Dubai, the portal states a fixed annual income of at least AED 240,000).

Because the property route is an option, this visa may interest investors who plan to spend part of their retirement in Dubai. Check with the authority exactly how income and savings must be evidenced before applying.

Employment visa in brief

According to the UAE portal's work visa page, a standard employment visa is valid for 2 years and is renewable, and the employer applies for it. Skilled workers, freelancers, the self-employed, investors and business partners can also consider the Green visa, a 5-year renewable permit that needs no sponsor and lets you sponsor family members. As a property investor you will usually not need these, but they are worth knowing about if you also plan to work in Dubai.

Application steps

The sequence below is the typical route to a property-based Golden Visa, based on the DLD and ICP descriptions. Individual steps can differ by emirate and personal situation.

  1. Pre-check. Work out which category you fall into. The ICP has an online eligibility check, and our visa checker can help with a first screening.
  2. Purchase and title deed. The DLD requires an electronic title deed for the application. See the buying process here.
  3. Entry. Enter visa-free or with the ICP's real estate investor entry permit. The DLD requires the applicant to be in the country.
  4. Application. In Dubai, according to the DLD service description, you apply at a service centre. You will need your passport, title deed, a photo, and your existing Emirates ID and residence permit copy, if you have them.
  5. Medical test and Emirates ID. According to the UAE portal, applicants aged 18 and over must pass a medical test and a security check, and apply for an Emirates ID.
  6. Issuance. The DLD gives a service time of 7–10 business days, and the permit is sent by e-mail.
  7. Family members. Sponsoring a spouse, children and parents requires separate applications.

The DLD lists the fees item by item. The 10-year permit totals AED 9,884.75 (medical test, Emirates ID, residence permit, DLD fee and administrative fee), and family members are charged separately. Fees can change, so check the current amount on the authority's page before paying.

Frequently asked questions

Do I need a visa just to view a property in Dubai? Hungarian citizens do not. With a passport valid for at least 6 months from entry, they can stay visa-free for 90 days within a 6-month period (Hungarian Consular Service). Citizens of other EU countries should check the rules for their own nationality.

Can I enter with my national ID card? Not as a Hungarian citizen. The Hungarian Consular Service says only a passport is accepted for entry to the UAE, and ID cards are not.

How much property do I need for the 2-year investor visa? Since 2026 there is no minimum property value for a sole owner. With joint ownership, each co-owner needs a share worth at least AED 400,000.

How much property do I need for the Golden Visa? According to the DLD and the ICP, property with a purchase value of at least AED 2 million, wholly owned in the applicant's name. This can be one property or several.

Can I lose my residence permit if I spend long periods in Europe? As a general rule, a residence visa is cancelled after more than 180 consecutive days outside the UAE (UAE portal). However, the ICP's relevant service page exempts Golden, Green and Blue Residence holders: they can enter at any time as long as their residence remains valid.

Does the Golden Visa make me a tax resident? Not automatically. A residence permit is an immigration status, and tax residency is a separate matter. Details: Dubai property tax for European investors.

Can the 90-day visa-free stay be extended? According to the Hungarian Consular Service, no. If you plan longer or repeated stays, look at the 5-year tourist visa or a residence permit.

Hungarian citizens do not need a visa to visit Dubai as tourists: they can stay 90 days within a 6-month period with a passport valid for at least 6 months. Other EU nationals should check the rules for their own passport. For longer stays, a property-linked residence permit is the most direct route. According to the DLD and the ICP, property worth at least AED 2 million qualifies you for a 10-year renewable Golden Visa. Lower-value property qualifies for the 2-year renewable investor visa, which since 2026 has no minimum property value for a sole owner and requires a share of at least AED 400,000 per co-owner for joint ownership. Given the current security classification and flight restrictions, plan the timing of any trip carefully as well.
